中国正面临着巨大的碳减排压力。本文构建了考虑国际研发资本技术溢出指标的低碳经济发展指标体系,利用投影寻踪分类模型,对2012年中国30个省市的低碳经济发展水平进行了评价,根据计算出的最佳投影方向,可以看出影响低碳经济发展的重要指标,同时利用测算出的各地区低碳经济发展的投影值进行聚类分析。最终结果表明,国际研发资本技术溢出是影响我国低碳经济发展的重要因素,各省市的低碳经济发展水平呈现出明显的区域差异性。最后根据研究结论得出了相应启示。

Chinese is facing the huge pressure of carbon emission reduction. The index system of low carbon economy including international R D capital technology spillover index is constructed to evaluate the low carbon economy development level of 30 provinces in China in 2012. The projection pursuit classification model is used to calculate the best projection direction to show the important indexes of low carbon economy. At the same time, the projection values of each area are calculated for cluster analysis. The final results show that the international R D capital technology spillover is an important factor influencing the development of low carbon economy in China, and the levels of the economy development of the low-carbon are different in different province. At last, the corresponding suggestions are proposed.
