本文从协同创新的政策源起入手,以公共政策制定的渐进主义为分析视角,从经济、技术、制度等三个方面展开对中国协同创新政策方案可行性的探讨,在此基础上引入美国合作研究中心政策,从资助模式、评价方法和建设规模三方面分析了其借鉴意义,最后提出协同创新中心可采取小集体行为策略,并调整相关的运行机制、聘用机制和评估机制。

Starting with description of“muddling through” theories, this thesis analyzes the feasibility of the Collaborative Innovation Policy in terms of economy, technology and institution, on basis of which the Industry/University Cooperative Research Center (I/UCRC) in the U.S. is introduced. Some suggestions are proposed in the end.
