Abstract:The manual management model of the Special Three Zone Science and Technology Personnel Plan were analyzed. This plan would last for a long period, contained lots of working protocols, and had sorts of dynamic participants. These kinds of characteristics determined that it was neccesary to build an information management platform, under the guidance of integration, efficiency, tractability and omnipotence. Based on the main tasks of this plan, five function modules of Announcement, Dispatch, Training and User Information would be included in the platform. The working mechanism of the platform was proposed, in which humanization, routinization and automation should be considered. Policy sugestions were proposed at last, such as the main agent to build and manage the platform whould be determiuned by the overall requirements of governmental perchurse pollicy and the platform would be in line with national reform in science and technology. The Three Zone information management platform could be easily transfored to a market-ariented distribution platform for sicence and technology personnell.
