摘要:

军民融合将成为国防工业发展的必然趋势，已上升到国家战略层面，发展信息化通用技术是着眼于提升信息化作战能力的重要举措。如何能认清当前军民信息化通用技术发展的现状和存在问题，落实对制度、创新、规划和法治全面的改革，对实现“加快形成全要素、多领域、高效益的军民融合深度发展格局”的战略目标具有重大意义。

Abstract:

The civil-military integration has already been promoted to national strategic level, which must be developed into inexorable trend of national defense industry. To develop general technology for army and civilian is an important measure to improve combat capability of informatization. It is very necessary to recognize the present situation and problem of development of general technology for army and civilian and to implement comprehensive reform that includes system, innovation, plan and legality. Those would an great importance to realize the aim target to format an deep pattern which involves multi-element, multi-field and high efficiency in civil-military integration.
