通过定义合同能源管理中的质量、服务对象满意度和有效投诉等一系列概念,建立质量保证规则和激励与惩罚机制,将合同能源管理从单纯的节能数量维度拓展到节能数量和质量维度。二维的合同能源管理将消除用能单位的忧虑,拓展合同能源管理的空间,使得合同能源管理得以更加健康地发展。

[Abstract]
This paper firstly defines quality, degree of satisfaction of clients and effective compliant in energy performance contracting and then propose quality assurance rules and reward and punishment mechanism. Based on these suggestions is made that energy performance contracting should consider not only the quantity dimension of energy saving but also its quality dimension. Two dimensional energy performance contracting can help reducing concerns of energy-consuming units and accelerating the development of energy performance contacting.
