德国和美国是电动汽车产业发展最快，且成熟度最高的两个国家，其产业创新政策值得我们学习借鉴。本文从电动汽车未来发展需要提高性能和降低价格的两个方向出发，围绕创新链构建了政策分析框架，按照供给型、需求型和环境型的分类对中国、德国和美国电动汽车产业创新政策进行了比较，并提出了政策建议。

Germany and United States are the fastest growing and relatively most mature countries of electric vehicle industry in the world. Their industrial innovation policies are good reference for our development. This paper made comparative study of industrial innovation policies of China, Germany and United States with the classification of supply side policies, demand side polices and environment side policies, and put forward policy suggestions.
