欧洲研究区：泛区域创新系统理论的实践探索

European Research Area: Practical Exploration of the Pan Regional Innovation System

摘要:

创新理论经历了从线性创新理论到创新系统理论的发展,随着全球经济发展的区域化趋势加强及相邻国家科技合作的增多,跨国的泛区域创新系统理论开始产生,其主要是研究在跨越国界的创新系统内各创新主体有益互动的机制,以使知识要素在系统中有效流动,最终提高系统的整体创新能力。欧盟于2000年提出的欧洲研究区实质是一个在欧盟成员国之间形成的泛区域创新系统,欧盟在推进欧洲研究区的进程中对治理模式及治理工具的探索及应用是对泛区域创新系统理论的有益实践探索,对我国探索国际科技创新合作机制具有启示意义。

Abstract:

Innovation theory has developed from linear innovation theory to innovation system theory. As the trend of regionalized development of the global economics enhances and the cooperation between neighboring countries increases, cross-border pan regional innovation system theory comes forth. The target of theory mainly studies on the mechanism of high quality interaction among innovation stakeholders in the innovation system to allow knowledge element flow effectively to improve the innovation ability of the whole system. In 2000, European Union declared to build European Research Area (ERA) which is a pan regional innovation system including all member states. The practice of exploring the governance mode and tools of the ERA will prompt the development of the pan regional innovation system theory and the experience can help China to develop international innovation corporation.
