北京政府采购促进中小企业创新发展的模式研究

摘要:

中小企业是我国经济社会发展的重要组成部分,是科技创新的重要载体。受制于融资困难、管理方式粗放、人才不足等因素,中小企业抗冲击和风险能力差,普遍存在创新发展瓶颈。政府采购已成为促进中小企业创新发展的有效途径。文章通过梳理北京政府采购促进中小企业创新发展的相关模式,分析遇到政策举措未形成合力、创新环节落实不足、宣传不到位和监管机制缺失等问题,并提出有效促进中小企业创新发展的对策措施。

Abstract:

Small and medium enterprises are important parts of economic and social development, and are also the important carrier of innovation. Subject to the financial difficulties, extensive management, talent shortage and other factors, small and medium enterprises have weak ability of anti-risk and innovation development bottleneck. Government procurement has become the effective way to promote the innovation and development of small and medium enterprises. The paper runs through the innovation and development modes of small and medium enterprise by government procurement in Beijing, and analyses the encountered problems, and then puts forward effective countermeasures to promote the innovation and development of small and medium enterprises.
