Abstract:The most fundamental of technological innovation-driven is talent development, human resources occupied the most important position in the national development. This paper through analyzes our national development, innovation-driven and the development environment of talent innovative caused the demand of the 13th Five Year Plan adapt to the innovation-driven technology professionals development mechanism. And our country have some institutional problems about talents cultivation, selection, introduction and incentive, then analysis the main factors of the 13th Five Year Plan adapt to the innovation-driven technology professionals development mechanism, we can find that the positive factors are: The demand for talents of technology and economic development and government support for talent development. The negative sides are: scientific phenomena of “focus on machine and ignore the development of talent” and the lack of legal protection for talent development. Then put forward some suggestions: to establish the legal protection system, improve the system design, increase financial input.
