针对具有优先级和需求特性的产学研合作伙伴选择问题,本文首先运用QFD的质量屋模型识别产学研合作伙伴选择的关键指标,据此构建“多阶段—多需求”的合作伙伴选择指标体系；然后,结合具有模糊特性的Vague值改进最大化群体效应—最小化个体遗憾的VIKOR法,实现企业视阈下的产学研合作伙伴选择排序；最后,以某制药企业为例实证研究了其合作伙伴选择过程,证明该方法的有效性和可行性。

This paper aims at solving the I-U cooperative partners’ selection,which has priority and demanding characteristics. First, this paper used QFD to identify key factors of partners selection, and established selective index of multistage- multiple requirements. Second, considering data integrity and Maximization of effect-Minimizing individual regret, the I-U cooperative partners are sorted by the combination of Vague and VIKOR. Finally, in order to prove the feasibility and effectiveness of the method, a pharmaceutical enterprise is taken for instance, its potential partners are chosen for enterprise decision makers to choose the best solution.
