政府通过科学设计和选择政策工具，对光伏产业发展具有重要意义。根据构建的光伏产业政策二维分析框架，从政策工具维度与产业活动类型维度，分析2011年以来我国政府发布的国家层面的光伏产业政策，总结光伏产业政策工具存在的问题，并提出我国光伏产业政策相应的完善策略。
