科技监督是实现决策、执行、监督相互制约相互协调现代科技治理体系的重要内容。为加强政府绩效问责,美国实施了内部监督和外部监督相结合的立体化监督模式,并注重监督信息的共享和结果运用。本文研究美国以专业机构管理项目为基础的科技项目监督机制,在此基础上,围绕现阶段我国科技计划管理改革对科技监督提出的要求,提出建立我国内外结合、分层分级的科技监督体系的建议。

Science and technology supervision is key content of modern science and technology governance system. To strengthen government performance accountability, federal government combining internal supervision and external supervision constructed all-around supervision mode.
