通过全面系统分析创新驱动发展战略背景下广东高校实施创新驱动发展战略的优势与不足,指出制约广东高校创新驱动发展的体制机制障碍,借鉴国际高校科研体制机制改革成功经验,从科研经费管理、岗位设置与人员聘任、科研评价与激励、科技成果转化等方面提出了完善高校体制机制、推动高校服务创新驱动发展的政策建议。

This paper analyzes the advantages and disadvantages of Implementing innovation-driven development strategy of Universities in Guangdong province under the innovation-driven development strategy background, and points out the obstacles of system and mechanism, and reference the successful experiences of system and mechanism reform for Universities in the International scientific research, and puts forward policy recommendations from research funding management, job setting and personnel appointment, research evaluation and Incentive of scientific research, scientific and technological achievements.
