The National Institute for Health Research(NIHR)is responsible for funding and managing the health and social medical research. NIHR make a great contribution to the biological medicine industry of UK through management innovation in less than a decade. The national science and technology research management reform start last years, which shift the management control from government to professional service organization. The mode of NIHR as funding and managing institution give us a successful example, especially for the establishment of professional service organization.
