随着万众创新时代的来临,地方高校创新治理和创新体系建设的急迫性也日益突显。研究引入朴素式创新范式,通过对该范式和地方院校科技创新情况进行梳理,发现该创新范式与中国地方院校特点和发展定位具有较高契合度。提出在该范式引导下,地方院校科技创新将更符合国家整体创新趋势,同时有利于其建立符合自身特色的创新文化。提出通过该范式引导,地方院校科技创新将主要表现为以下几个方面:服务地方导向；解决问题导向；提升创新产出效率；创新更具正向性；绿色创新,助推可持续发展。最后,在此基础上建立一个概念性框架供参考。

With the tendency of mass-innovation, the innovation governance in higher education institutions become prominent, and that becomes even urgent in those local ones. In this article, Frugal Innovation Paradigm is introduced. After sorting out literatures of both the paradigm and the innovation in local higher education institutions, it is found in our study that Frugal innovation has the potential to help Chinese local universities and colleges realize better innovation activities so as to better perform their national innovation mission. The article proposes five propositions and believes that frugal innovation can help Chinese local universities and colleges improve their innovation in the following aspects: a) more local-oriented; b)more application-oriented; c) higher efficiency d)direct more to responsive innovation; and d) green innovation and environment sustainability. In the end, a framework based on these propositions is constructed for future reference.
