水环境污染治理的“智慧模式”构建——以江苏省无锡市为例

摘要:

水环境污染问题是困扰人们的生产生活以及生态可持续发展的一大难题。江苏省无锡市对水环境污染的治理有其自身的特色和成功经验。在水环境污染治理上,“智慧模式”对于传统模式来说所体现出自身的优势。研究和总结了无锡市治理水环境污染的经验和不足,无锡在治理的做法上有许多“智慧”成分,并关注智慧化的发展,已具备构建“智慧模式”的基础。通过无锡市的分析,在治理技术与手段、主体与结构、权责分配以及制度安排和模式构建等方面,提出构建水环境污染治理的“智慧模式”。

Abstract:

The problem of water pollution is troubled by people"s production and life and ecologically sustainable development. Wuxi City has its own characteristics and successful experience on water pollution control. In this paper, the water pollution control "smart mode" for the traditional model who embodied the advantages of research and summed up the experience and lack of control in Wuxi City water pollution, and found that the practices of governance in Wuxi has many " smart "component, already have to build" smart mode "basis. By analyzing Wuxi, it is necessary to establish the wisdom of water pollution governance model.
