区域性科技金融平台是推动地区经济发展的重要举措,是创建创新型国家和推动经济体制改革的有力支撑。本文旨在研究区域性科技金融平台的运作,以普遍联系的视角,首次对四个典型的科技金融平台案例：资本市场为主导的美国模式、信息生态市场为主的上海模式,科技银行为基础的苏州模式及孵化加速为主导的北京模式,从生态系统体系架构及生态系统运行机制方面进行归纳分析；探讨了区域性科技金融平台搭建的方法,即科技金融平台的搭建是分层次逐步构建的：首先,完善齐备系统内部各式金融机构；其次,确定金融机构运行机制、市场规则；然后,丰富要素市场,规范市场运作；最后完成具体产品、工具体系建设和外围金融生态环境的优化。文末分层次给出了科技金融平台搭建的具体措施。

Sci-tech finance platform is an important measure to promote economic development, and it is also a strong support to innovative country and economic reform. This paper aims to study the operation of the sci-tech finance platform. From the perspective of universal connection, we analyzed some typical cases at home and abroad inductively for the first time and summarized some good mode of operation. Then we discussed the ways of building a sci-tech finance platform and point out the build of sci-tech finance platform should be hierarchical. First, completing the financial institutions of the system; Second, determine the operating mechanism and the market rules of financial institutions; Third, enrich the elements of the market and standardize the operation; Finally, complete the optimization of the products, tool system and peripheral financial environment. Specific measures are given base on different levels to build sci-tech finance platform in the end.
