科学基金同行评议活动中的利益冲突如果处理不当,会引起多方面的危害,我国科学基金同行评议中的利益冲突现象越来越明显,但尚缺乏完善的利益冲突管理制度和措施。本文从法律制度体系、对利益冲突的界定、利益冲突类型及处理措施、豁免规定等方面,深入剖析了美国国立卫生研究院同行评议活动中的利益冲突管理体制机制及其规律,总结了其利益冲突管理方面的经验,以期对促进我国科学基金同行评议制度建设提供借鉴参考。

The conflict of interest in scientific peer review can cause a wide range of hazards if handled improperly. The conflict of interest became increasingly in peer review activities of China's science funding agencies, but we still lack effect management system and measures. This paper analyze the legal system, the definition of conflict of interest, the type and treatment measures, exemption rules in the peer review process of the U.S. National Institutes Health, sum up the experience in conflict of interest management, in order to provide reference information to promote the peer review system for Science funding agencies of China.
