采用合理的项目群管理机制是项目群成功的关键。然而,传统的推式项目管理注重单个项目的完成,尚未把获取项目群收益作为项目群执行目的,且忽略了其中的业务变革作用,导致项目群愿景无法有效实现。针对此问题,本文在收益管理理论研究成果的基础上,对应项目群管理周期,建立了一个项目群拉式管理机制模型,并论述了其核心模块及关键控制点。最后,利用天津市旧楼改造项目为样本案例对管理机制模型加以验证。研究成果为项目群管理收益协同效益最大化的实现提供了理论指导与参考。

Adopting reasonable program management mechanism is key to the success of the program. However, the traditional push management mechanism focuses on the completion of the single project , but does not take earnings benefits as purposes of program implement, as well as ignoring the role of business changes , which leads to that the program cannot effectively achieve its vision . To solve this problem, this paper sets up a program management mechanisms according to the life circle of program management based on benefits management theory, and discusses its core modules and critical control points. Finally, we use Tianjin old buildings renovation program for the sample case to verify the model . Research findings provide theoretical guidance and reference for the program management to maximize the synergy benefits realization.
