我国汽车产品回收利用的问题剖析及对策建议

Analysis and Countermeasures on the Problem of Recycling of Automobile Products in China

摘要:

本文首先研究德国、美国、日本等汽车产业发达国家的报废汽车回收利用经验,然后,从政策法规、市场表现等视角剖析现阶段我国汽车产品回收利用存在的主要问题。基于此,结合我国汽车行业发展现状及技术管理基础,采用由点及面、逐步推开的方式,从立法、生产者责任延伸、构建信息系统、培育绿色消费市场以及企业协力攻关等5个方面提出我国汽车产品回收利用的对策建议,最后给出我国汽车回收利用产业发展的战略构想。

Abstract:

The study in this paper made full use of advanced international experiences about the scrap car recycling from Germany, America, Japan and other developed countries. It has also analyzed the main problems existing in Chinese automotive product recovery and utilization from the perspectives of policies and regulations, market performance at the present stage. Based on this, combining with the Chinese automobile industry development status and the basis of our technical management, the study adopted a method of rolling out step by step and from the point to surface, which helps to put forward some proposals on how to implement Chinese automobile products recycling program from five angles such as legislative, producer responsibility extension, information system construction, cultivating the green consumer market as well as enterprising cooperation projects. Finally, those proposals will be conducive to constructing the strategies of Chinese automotive recycling industry.
