摘要:

技术评估是一种政策研究工具,通过系统评价技术对社会、经济、环境、政治、文化等可能产生的影响,为技术管理和政策制定提供客观公正的选择方案。在各国技术淘汰、新技术的准入管理及推广应用上发挥了重要作用。本文从机构建设、发展模式、应用领域及方法学的角度,梳理总结了国际技术评估进展和经验,并提出了完善我国技术评估建设的政策建议。

Abstract:

Technology assessment is a policy research tool, through systematic evaluation of the possible technology impact on social, economic, environmental, political, cultural, so as to provide an objective and fair selection scheme for technology management and policy formulation. It plays an important role in Technology elimination, new technology access management and Application In various countries. This paper was from the perspective of institution building, development model, application field and methodology, summarizing the international technology assess progress and experience, and put forward some suggestions to improve the construction of China"s technology assessment.
