在我国,高校“前孵化器”是一种新型的产学研合作形式。本文在分析了高校“前孵化器”的内涵与特点以及国内外发展现状的基础上,基于系统理论的视角,从孵化平台、高校以及政府三个层面提出了促进高校“前孵化器”发展的对策建议,以期形成组织有力、管理科学、服务完善的高层次人才型高校“前孵化器”建设格局。

The University Pre-incubator is a new organizational style for University-Institute collaboration in our country. This paper analyzes the connotation and characteristics of the University Pre-incubator and it’s domestic and foreign present situation. Then based on the perspective of system theory , this paper puts forward some countermeasures and suggestions to promote the development of University Pre-incubator from three aspects: Incubation platform, university and government. The purpose of this study is to forming construction pattern of the University Pre-incubator, which is of strong organization, scientific management and perfect service.
