上海科创企业创新能力关系到建设具有全球影响力的科技创新中心的成败,其科技创新能力现状及其影响因素是一个值得深入研究的问题。本文使用DEA-Tobit模型,分析了上海49家科创类上市企业的科技创新效率,结果发现在2012-2014年这三年中,企业整体创新发展水平有所下降,而且行业发展不平衡,其中新材料和“互联网+”类企业表现相对突出,智慧医疗和核电类企业相对较弱,还有很大发展空间,说明对上海科创企业推进分类指导具有一定的意义。在影响科技效率因素的检验中,发现并非物力和财力投入越多越好,资源之间的匹配度很重要,应防止资源投入错配。

The innovation ability of Shanghai S T innovation enterprise is related to the success of construction of the S T innovation center with global influence, and its S T innovation ability and influencing factors is a problem which worthy of further research. As used herein, DEA-Tobit model of science and technology input and output efficiency of 49 S T innovation enterprises were analyzed and found that the overall level has decrease in the years from 2012 to 2014, and industry development is imbalance, the new materials and the "Internet+" companies are relatively prominent, but the enterprises of smarter healthcare and nuclear power are relatively weak, and it has the very big development space, which indicates it is certain significance that promote the classified guidance for Shanghai S T enterprise. In science and technology efficiency factor test, the findings are not human and financial investment in better matching of resources is an important one, and we should prevent the mismatching of resources.
