我国科技人才信息管理的现状及发展

摘要:

科技人才信息的科学管理是科技人才管理与评价的重要基础。本文分析了我国当前科技人才信息建设和管理和现状,存在的主要问题包括：缺乏顶层设计,信息来源分散；信息载体多样,信息结构各异；信息共享和开发利用不足,服务手段单一；信息的安全问题重视不够等。在此基础上提出了今后科技人才信息管理中组织机构、政策法规、经费投入、基础设施、标准体系、开发利用等方面的具体建议和措施。

Abstract:

Scientific management of scientific and technical talents information is an important basis for the management and evaluation of scientific and technical talents. The paper analyzes the current situation of management of scientific and technological talents information in China , the main problems include: the lack of top-level design, diversification of information sources , difference of information structure, insufficiency information sharing and the single service means, information security issues, etc.. On this basis, the paper puts forward some suggestions and measures of the information management of scientific and technical talents in the future such as the organization, policies and regulations, financial investment, infrastructure, standard system of the scientific and technical talents information, etc..
