广东的科技工作具有跟国际接轨、跟市场接轨和跟产业接轨的特点和优势。广东省委书记在调研科技主管部门的时候指出,广东要发挥这种优势的同时也要把原始创新能力薄弱的劣势补足。本文针对广东省原始创新能力薄弱的原因进行系统研究,分析广东省在推动原始创新发展过程中存在的问题,从厘清科技发展思路、加大基础研究投入、整合创新资源、增强科研主体创新能力、培养引进高层次人才、完善科研体系、营造良好创新环境等方面入手,较为系统全面地对广东提升原始创新能力进行战略分析并提供对策建议。
