本文以绩效评价的理论为指导,借鉴国内外公共财政支出项目的绩效评价方法和实践经验,针对科技项目研究特点,设计开发了绩效评价指标体系,包括相关性、目标实现、创新性、转化与效果、影响和实施管理6个准则和14个关键指标。并针对每个关键指标提出评价要点和评价方法。本指标体系经过11个国家科技项目试点评价证明是有效、可行的。

Based on the performance evaluation theory and performance evaluation methods and practices of public-funded projects, a set of performance evaluation indicators were developed for research and development projects, which includes six criteria of relevance, achievement of objectives, innovativeness, application and effectiveness, impact, and management and 14 key indicators. Evaluation contents and method were proposed for each indicator. The indicator framework has been approved to be effective and applicable based on pilot evaluation of 11 national R D projects.
