选取2006-2014年科技活动相关数据,构建国家科技创新系统动力学模型,绘制影响科技创新能力要素的因果关系图,仿真模拟分析国家科技创新能力的影响因素。研究发现:在国家科技创新能力提升进程中,企业R D经费投入和R D人员投入起决定性作用,政府的知识产权保护是提升创新能力的重要手段;由此应制定实施符合我国国情的知识产权保护制度,增加企业R D投入,加大财政科技经费支持力度等针对性措施,以加快提升国家科技创新能力。

Based the relevant data of science and technology activities in 2006-2014, the author builds a dynamic model of the national science and technology innovation system and drawsacausality diagramof factors affecting technological innovation capability in order to make a simulation analysis of the main factors affecting the innovation ability of science and technology. The simulation results show enterprise R D funding and R D personnel input plays a decisive role and the governmental protection system of the intellectual property right is an important method in the process of improving national scientific and technological innovation ability. Therefore, the Chinese government should formulate the implementation of intellectual property protection system in line with China"s national conditions, increase investment in enterprise R D, enhance the financial support for science and technology funds, and take other targeted measures to accelerate the upgrading of technological innovation in china.
