新一轮科技体制改革提出,要围绕产业链部署创新链,围绕创新链完善资金链。本文以浙江智慧健康产业为例,以高新技术企业及科技型中小企业为样本数据,运用热力图与专利地图分析法对智慧健康的产业链、创新链、资金链状况展开分析。研究结果表明,浙江在医药制造、医疗器械具有产业优势,在健康云、中药及化学原料药研制等领域具有一定的研发基础,财政科技经费主要支持医药及医疗器械等领域。从“三链融合”的角度,要加快发展健康云、可穿戴设备、体外诊断试剂、医药研发外包及高端医疗器械和制药装备等产业薄弱环节,要重点加强健康云、可穿戴设备、体外诊断试剂、高端医疗器械及制药装备等研发领域的财政支持力度。

According to the science and technology system reform, It should allocate fund recourses according to innovation chain and industry chain. The paper analyses the smart health industry of Zhejiang province by using data of high technology enterprises. The result shows that there is a remarkable advantages in pharmaceutical manufacturing and medical equipment industry, and there are certain research foundation in the fields of health clouds、Chinese herb and chemical APT. Moreover, the funds from the government are mainly allocated in the fields of pharmaceutical and medical equipment. Therefore, It is necessary to speed up the development of industrial weak links, such as healthy cloud, wearable devices, IVD Reagents, CRO and pharmaceutical equipment. It also should strengthen financial support on R D in these fields.
