摘要:

本文基于特征-内涵-维度-指标的逻辑思路,在突出生物医药产业对集群环境的依赖性和政府政策导向的依赖性两大特征基础上,对其内涵深入挖掘,进而从宏观国家层、中观区域层及产业层和微观企业层这一全景视角来建立评价指标体系,将产业创新能力划分为企业层技术创新能力、产业层网络创新能力、区域层集群创新能力和国家层政策创新能力四个维度,通过每个维度的内在表现和外在表现选取指标,构建处最终的评价指标体系。

Abstract:

Based on the logic thinking of Feature-Connotation-Dimension-Index, this paper highlights two characteristics which is the dependence of the biomedical industry for cluster environment and the government policy guidance, and deeply analyses the connotation of biomedical industry innovation ability. From a panoramic perspective of the macro-national level, the medium regional level, the medium industrial level and the micro-enterprise level, this research divides the industry innovation ability into four dimensions to construct the evaluation index system, which are national layer policy innovation ability, regional layer cluster innovation ability, industrial layer network innovation ability and enterprise layer technology innovation ability. According to the internal performance and the external performance of industry innovation ability in each dimension, the author constructs the final evaluation index system.
