定性评价是物有所值评价的重要方法之一,研究和识别VFM影响因素是建立物有所值定性评价的重要内容。本研究基于项目逻辑模型的VFM评估框架,从国外研究成果的汇总分析中初步识别出国外关注的VFM影响因素。同时,结合我国现有情况对其在国内的适用性进行深入分析,最终得到适用于我国的12项VFM影响因素,并为应用这些影响因素给出具体的评价内容和实践分析。

The qualitative assessment is one of the methods for achieving value of money. It is an essential way to establish the VFM assessment by researching and identifying the influencing factors. Based on the VFM evaluation framework of the Project Logic Model, the influence factors of VFM concerned by foreign countries is preliminary identified in this research through the summary analysis of foreign research. In the same time, further studies is established to analyze the applicability combined with the China’s current situation. 12 VFM influencing factors applicable to our country is identified. And for the application of these factors, the specific evaluation content and practical analysis are given.
