种业是农业基础中的基础,对于保障我国粮食安全和建设现代农业具有重要意义。研究育种科技项目绩效,对进一步提高项目投入产出效率有着重要的促进作用。运用DEA和EMS模型,对“十一五”国家科技支撑计划生物种业项目绩效进行评价分析,得出其项目整体投入产出效率较好、而经济效益产出不足的结论。因此,在未来的生物种业项目管理中,应进一步加大项目立项前的产业需求调研和项目立项中的农业企业专家的话语权,以更好地促进科技与经济相结合的紧密程度,提高项目科技成果向现实生产力转化的能力和水平。

Seed industry is the basic foundation of agriculture, which has great significance for the food security and the construction of modern agriculture of China. Study on the performance of Breeding Technology project plays an important role in promoting the input-output efficiency. Analysis on the program performance of the seed industry in the national Science Technology Support program by DEA and EMS model, we could find the overall input-output efficiency of the project was well, while the output of economic benefits was lack. Therefore,in the project management of future seed industry, we need more efforts for requirement investigation of industry before the project and the expert"s word of agricultural businesses in the project to further promote the combination of technology and the economy and improve the ability of transformation scientific and technological achievements into the real productive forces.
