在科学建制化背景下,科学研究已经超越个人兴趣爱好,国家目标与社会需求成为科学研究的责任和追求,科学职业化使得财政科研经费投入具有二重性。回顾科学建制化与职业化发展历程,能够更深刻的揭示财政科研经费的本质和战略意义,从内生和外生两个层面厘清财政与科技的制度逻辑。从我国财政科研经费管理制度建设看,以激励作为制度设计的逻辑起点,以信任作为制度建设的基本假设,强化制度的刚性约束,根据科研性质和内容进行分类管理,逐步完善财政科研经费管理相关配套制度。

Abstract:

Scientific research is not only the interest of scientists but the responsibility of the economic and social developments and demand of the state, so the research funds have double characters in the context of scientific institutionalization. we can understand the nature and the strategic implication of the research funds investment and institutional logical relation between finance and science and technology through the reviewing the revolution of both scientific institutionalization and transfers of the science center from one country to another. we make some suggestions to better the research funds institution in China. The motivation is the logic starting point of the research funds institution and the trust is an basic assumption of the institution. The rigid institutional constraint and management based on research category of the content and the nature, however, are very important. we make some reforms to change the institution related to the research funds from economic sector to social sector as an emergent agenda.
