基于项目生命周期深入剖析STC项目启动和规划、执行、监控和收尾阶段及其过程中的管理方式和特点,并结合我国目前在科研管理观念、管理方式、项目立项过程和第三方评价机制4个方面的问题和不足,提出了转变科研项目管理定位、健全科研项目全过程管理体系等一系列探索性的对策建议,以期不断完善我国的科研项目管理模式,促进我国科技事业的健康持续发展。

Abstract:

This article analysis deeply of the STC project management methods and characteristics in the initiation and planning Phase , implementation Phase, monitoring Phase, closeout Phase and it’s process based on the project life cycle theory. Then according to the our country current problems and deficiencies in scientific research project Management concepts, management mode, project approval processes and third-party evaluation mechanism, this article Put forward a series of exploratory suggestions such as transforming research project management, improving the whole process management system of scientific research project, looking forward to improving the scientific research project management pattern and promoting the healthy sustainable development of the science and technology in our country.
