基于项目生命周期深入剖析STC项目启动和规划、执行、监控和收尾阶段及其过程中的管理方式和特点,并结合我国目前在科研管理观念、管理方式、项目立项过程和第三方评价机制4个方面的问题和不足,提出了转变科研项目管理定位、健全科研项目全过程管理体系等一系列探索性的对策建议,以期不断完善我国的科研项目管理模式,促进我国科技事业的健康持续发展。
