培育创新驱动发展核心载体是引领带动区域经济创新发展、形成创新驱动内生动力、提高区域竞争优势的重要途径。培育核心载体需要以构建创新驱动核心动力为目标,从加强创新要素保障、优化技术创新体系、完善创新生态环境、提高产业创新驱动能力、培育创新型企业等方面,强化更高级别更深层次的自主创新发展基础,不断激发核心载体创新潜能。以惠州仲恺高新区为例,在分析仲恺高新区打造核心载体的基础条件及面临挑战基础上,提出构建更有创新竞争力的产业体系,完善开放式创新驱动体系,壮大创新型企业规模,不断优化创新生态环境,形成惠州创新引领区、先导区和示范区,成为带动惠州经济实现后发赶超的主引擎。
