气候变化已成为影响人类生存和发展的重大全球性问题,而城市碳排放是导致气候变化的主要因素。社区作为城市的基本功能单元之一,是人们实现低碳可持续发展的基本场所。社区低碳评价一直是国内外学者研究的热点,然而研究发现各类低碳评估工具在权重计算、指标选择、评分标准以及等级设置上都普遍存在着分歧,至今没有普遍适应的社区评估工具,而社区的差异性是导致这一现象的主要原因。为解决这一问题,本文从“控碳源,扩碳汇”的基本理念出发提出了“社区低碳度指示系统”,该系统可在社区发展的不同阶段对社区低碳度进行指示,根据指示结果有针对性的提出改进措施,最后选择青岛一典型社区进行实例研究。

Global climate change has been an impending cosmopolitan issue influencing human survival and development while urban carbon emission is the main factor. As the basic functional unit, community is the basic space to use sustainable idea and achieve low-carbon development. Now the research on evaluation of low-carbon community perch in a fledging period. Research found that most of evaluation tools are weak in considering the different dimensions of sustainability and possess ambiguities in terms of criteria, weighting, scoring, and rating and until now no widespread evaluation tools exist, while diversity among communities is a major cause. Faced with the problem, we build an indicator system of low-carbon neighborhood from the perspective of “carbon source control” and “carbon sinks expansion”. The system could be used to indicate low-carbon degree and provide measures for improvements. Then, we choose a community located in Qingdao to test the indicator system.
