基于柯布-道格拉斯函数的广东高校创新能力影响因素研究

The Research on the influence factor of Guangdong High School Innovation Capability based on Cobb-Douglas Function

摘要:

利用2006～2014年度广东省高校科技统计相关数据，基于柯布-道格拉斯函数关于生产投入产出的关系，对影响广东省高等院校创新能力的主要因素进行了研究和分析。结果表明，在众多控制变量中，对广东高校创新能力影响最大的是人力资源因素，其次是产学研合作因素，最后是政府支持因素。产学研合作对广东高校创新能力有显著的正面溢出效应，其产出弹性为人力资源因素产出弹性的65%，比政府支持因素产出弹性高51%，其溢出效应主要体现在对创新能力要求较高的发明专利和实用新型专利方面。进一步分析表明，科研实力较高的博士点授权高校的创新能力由政府支持力度决定，产学研合作对科研实力较弱的其他高校有显著的溢出效应。

Abstract:

The major factors of Guangdong High School innovation capability was discussed based on Cobb-Douglas Function by using the statistics data on science and technology of colleges and universities in Guangdong province. Human resource is the most important factor among those that affect the innovation capability. The positive effects of cooperation in production, study and research on innovation capability of colleges and universities in Guangdong province was found out, which was incardinated in patent of innovation and patent of utility model. The output elasticity of cooperation in production, study and research is 65% of that of human resource and 51% higher than that of government support. The innovation capability of colleges and universities in Guangdong province is determined by the government support. The spill-over effect in others colleges and universities in Guangdong province which has the weaker scientific research capability is more significant.
