The EU is the world economic integration organizations, has generally high level of economic development of science and technology. Through the research of policy and management of scientific and technical report in EU,we can understand the scientific research institutions, methods of scientific and technical report for submitting and managing,the quality control means, intellectual property rights policy and the open sharing policy, the experience that can be used for reference for the construction of scientific and technical report system in our country.
