基于系统成熟度的国家创新生态评价指标研究

摘要:

科学技术和社会发展的深度融合,使得国家的可持续发展更加依赖于科技创新,如何评价一国发展创新的基础条件和努力程度,这催生了从能力、知识生产力、竞争力等多元视角对国家创新的解读。为了更好考察创新要素和环境形成,本研究引入创新生态理论,借鉴其关于创新主体、要素与其外部环境共生演化的论述,提出了一个自组织的国家创新生态理解框架：通过系统服务提供和驱动力变化的相互作用,最终实现创新生态成熟的系统目标。我们将这一目标进行分解,从环境、机构、资源、人才和市场等要素性条件的演化互动入手,建立评价指标体系,在具体指标中更注重描述创新的生长性,以及对产业、社会生态的改造升级。评价理论和体系的形成有助于对各国创新生态成熟度进行测度,比较优势与不足,为战略性的政策思考提供实证依据。

Abstract:

The deep merge between sci tech and social development makes a nation’s sustainable development more dependent on innovation. The evaluate for basic conditions and efforts on innovation development forced diversified comprehension to national innovation such as angle of ability, knowledge productivity as well as competitiveness. In order to better explore innovation elements and environment growing, this study introduce the innovation ecology theory, and take its exposition, of which related to “co-evolution” among innovators, elements and its external environment, as lessons. A self-organizing understanding framework for national innovation ecosystem was given: through the interaction of system service provides and driving force changes, the goal of mature ecosystem finally achieve. We integrate this target into evolving factor conditions as environment, institution, resource, talent and market, and set up evaluation index system accordingly. In the specific indicators choosing, we pay more attention to describe the growing of innovation, and its upgrade effect for industry and society. The formation of evaluation theory and system can help to measure innovation ecological maturity of countries, comparative each advantage and shortage, and then provide empirical basis for strategic policy thinking.
