AUTM的新发展及其对我国构建高校技术转移信息平台的启示

The latest development of AUTM and its Implications for the Construction of the Information Platform for the University Technology Transfer in China

摘要:

中介机构不健全、专业人才匮乏、技术供需信息不对称等是制约我国高校技术成果向现实生产力转化的重要障碍。美国大学技术经理人协会(AUTM)在高校技术成果转移中发挥的重要作用为解决上述问题提供了重要经验：构建多元参与的信息服务平台、提供专业化的技术转移咨询、培养技术转移专业人才等。在国家鼓励高校技术成果转化并推动政府简政放权、发展独立第三方中介服务功能的宏观背景下,我国应充分借鉴AUTM的运行模式,在不断完善相关制度基础之上,结合高校实际,推进综合性、功能性、跨校际的技术转移信息服务平台建设。

Abstract:

Technology transfer is the key to promote the combination of technology and economy, while the lack of intermediaries, professionals and technical information asymmetry between supply and demand has restrained the transformation from research findings in universities to the productivity in China. In terms of these problem, the successful operation of the American Association of University Technology Managers has provided important experiences: to establish multi-participation information service platform for technology transfer, provide professional technical transfer consultation and train professionals etc.Under the macro-background that the State encourages university technology transfer, promotes the decentralization of government and develops the intermediary service function of the independent third-party, this thesis is trying to promote the construction of a comprehensive, functional, cross-school technology transfer information service platform with enlightenment from AUTM’s successful experience and combine with the actual practice of the universities in China.
