粤港科技合作的发展历程与成效研究

摘要:

在广东大力实施创新驱动发展战略背景下,加强粤港科技合作对促进两地产业转型升级和提升区域竞争能力具有重要的现实意义和作用。按照粤港科技合作的发展演变过程,可将粤港科技合作划分为自发合作、政策引导和全面合作三个阶段,研究发现：在不同阶段,粤港科技合作的内在驱动力、合作模式及合作内容等均有很大差异,从最初的粗放式民间自发合作逐步发展到了现今的政府引导为主、市场发挥调配作用的全面合作阶段,并在科技制度创新、创新资源融合及产业转型升级等方面取得了重大发展成效,但是也存在诸如微观合作机制不健全、合作“渠道”不畅通、联合攻关能力不强等问题,最后针对现有问题提出了若干对策建议。

Abstract:

In the background of Guangdong implement the strategy of innovation driven development vigorously, it has an important practical significance and function to strengthen science and technology cooperation between Guangdong and Hong Kong, which can promote industrial transformation and upgrading, and enhance regional competitiveness. According to the evolution process, the science and technology cooperation between Guangdong and Hong Kong could be divided into three stages, which are spontaneous cooperation, policy guidance and comprehensive cooperation. Research shows that: In different stages, the internal driving force, mode of cooperation and cooperation content have great difference in science and technology cooperation between Guangdong and Hong Kong, which has developed from the initial extensive folk spontaneous cooperation to the comprehensive cooperation stage with government guidance and market allocation, and has made great progress in the innovation of science and technology system, the integration of innovation resources and industrial transformation and upgrading, but there are also some problems such as micro cooperation mechanism is not perfect, cooperation "channel" is not smooth, joint research ability is not strong and so on. Finally, puts forward some countermeasures and suggestions aiming at the existing problems.
