通过分析新ICT技术环境下核事故灾害链的复杂情景特征及其应急需求,界定了核应急系统性智慧的内涵与特点;综合运用云计算、物联网等技术,研究了智慧核应急平台技术架构及关键实现技术;设计基于情景-应对的核应急管理机制和平战结合的核应急管理体制,藉以探索一种集“信息集成”、“情景感知”、“智能决策”、“组织协同”、“执行保障”功能为一体的智慧型核应急管理新模式。

[Abstract]
By analyzing the scenario features and the relevant emergency response demand of the nuclear disasters in the new ICT technology environment, the idea, connotation and features of systematic nuclear wisdom are defined. And based on the technologies of Cloud Computing, IOT, and so on, the architecture of a Smart Nuclear Emergency Managing System is proposed. Based on this technology architecture, for exploring and proposing a Smart Nuclear Emergency Managing (SNEM) mode, which has the performances including “information integrating”, “scenario sensing”, “intelligent decision-making”, “organization coordinating”, “performing ensure”, the smart nuclear emergency managing mechanism and the organization structure are designed.
