科技成果转化政策能够有效促进科技成果向现实生产力的转化,达到科技与经济的协调发展。科技成果转化政策受多方面因素影响,以湖北省“科技十条”政策为例,在分析其政策效果的基础上,结合相关文献,提取了影响科技成果转化政策效果的7个因素,并通过构建影响因素的解释结构模型,进一步分析了影响因素的内在关系,结果表明政策执行审批程序复杂、效率低是现阶段影响科技成果转化政策效果的最直接因素,而地方政策与中央政策不协调,政策法律地位不强则是影响科技成果转化政策效果的最根本因素,并对提升科技成果转化政策效果提出了相关建议。

Transformation policies of scientific and technological achievements can effectively promote the transformation of scientific and technological achievements to real productivity, and achieve coordinated development of technology and economy. Transformation policies of scientific and technological achievements are influenced by various factors. Take the policy on “10 articles of science and technology” in Hubei province, on the basis of policy effect, extract 7 influence factors of transformation policy effect of scientific and technological achievements in combination with related literature, and build the interpretation structural model of influence factors, further to analyze the influence factors of internal relations. Results show that complex approval process, low efficiency of policy implementation is the most direct influence factors of transformation policy effect of scientific and technological achievements at the present stage, and the most fundamental influence factors are local policy uncoordinated with the central policy, not strong legal status. Finally put forward related suggestions for improving transformation policy effect of scientific and technological achievements.
