本文利用系统动力学因果联系,互相反馈特点,在定义区域技术创新的各项影响指标的基础上,分析了系统内部各个变量之间的因果反馈关系,并建立了技术创新与区域经济增长的系统动力学模型。从区域创新环境、区域创新载体、区域创新投入三个方面定义了区域技术创新能力指数,并在创新环境中引入了知识产权保护水平,创新载体中着重考虑了创新效率,在投入方面将政府投入和企业投入综合起来,相对于之前的学者研究具有了较大突破。模型利用了湖南省2006-2013年数据进行模拟和仿真,通过研究发现:加大知识产权保护水平,提高对教育的投入,以及企业自主增加研发投入能够有效提升区域技术创新效率,促进经济增长;而一味通过政府投入,盲目增加专利数量对于经济增长效果不明显。

This paper analyzes the system dynamics causal link, mutual feedback characteristics, based on the defined area of technological innovation on the impact indicators, analyzes the feedback causality relationship between the variables within the system, and the establishment of technological innovation and regional economic growth system dynamics model. From a regional innovation environment, regional innovation support regional innovation inputs defines three aspects of regional technological innovation capability index, and the introduction of the level of intellectual property protection in the innovation environment, innovation carrier focused on innovation efficiency considerations, the government investment in inputs and businesses to invest together, relative to the previous scholars have a larger breakthrough. Model uses the Hunan 2006--2013 year data simulation, through the study found that: to increase the level of protection of intellectual property, increase investment in education, as well as independent research and development investment to increase regional technical innovation can effectively improve efficiency and promote economic growth; blindly through government investment, blindly increasing the number of patents for economic growth is not obvious.
