基于知识协同的跨区域突发事件应急协作体系研究

Research on Across-regional Public Emergencies Cooperation System Based on Knowledge Collaboration

摘要:

跨区域突发公共事件频繁发生,影响重大,建立高效的跨区域应急协作体系成为应急管理理论研究和实践应用的迫切要求。在厘清知识协同理论、跨区域应急协作体系概念和内涵基础上,从知识协同视角分析了当前我国跨区域应急协作中存在的突出问题,提出了基于知识协同的跨区域应急协作体系框架,分析了其主要构成要素和运作机理。跨区域应急协作是不同地区应急主体间的知识协同过程,基于知识协同的跨区域应急协作体系主要包括：跨区域应急知识协同网、知识协同平台和保障机制,应急协同网是实现跨区域应急知识协同的组织形式,知识协同平台提供技术支撑,保障机制是保证体系建立和实施的“软”环境。

Abstract:

Cross-regional public emergencies occur frequently in China, which results in significant impact, it becomes the urgent request of emergency management theory research and practical application to establish efficient across-regional emergency cooperation system. This paper clarifies the concept and connotation of knowledge coordination theory and cross-regional emergency cooperation system, analyzes the SoutstandingSproblems of across-regional emergency cooperation system in China from the perspective of knowledge collaboration, puts forward an across-regional emergency cooperation system framework based on knowledge collaboration theory, and analyses the main factors and operating mechanism. According to the research, across-regional emergency collaboration is a knowledge collaborative process of the emergency agent from different regions, the across-regional emergency cooperation system based on knowledge collaboration mainly includes: cross-regional emergency knowledge collaborative network, knowledge collaborative platform and some guaranteeSmechanisms, emergency collaborative network is the organization form to achieve the across regions emergency knowledge collaboration , knowledge collaborative platform provides technical support, the guaranteeSmechanisms are the "soft" environment to guarantee the system establishment and implementation.
