Abstract:This paper conducts the context analysis on four aspects of FOKUS—unit of evaluation, evaluation dimension, evaluation index and the source of assessment material,finding that FOKUS has four characteristics correspondingly, i.e. constructing a new subject classification according existing ones, performing a comprehensive evaluation under and over academic research impact, attaching great importance to the quantitative indicators, sharing data between more institutions to save energy. And compared with it, China’s discipline evaluation framework has a more detailed evaluation unit, more comprehensive dimensions but less specific, more emphasis on awards and so on , which is not good for research quality improvement.
