基于PLS的东北三省高技术产业技术创新能力及其评价研究

摘要:

2014年东北三省经济增长速度为6%比全国平均水平低1.4%,经济增长速度位居中国31个省市后五位,东北三省因经济失速成为社会关注的焦点。为此,政府出台了一系列推动东北三省发展的政策,指出依靠创新驱动发展、健全区域创新体系,以此推动经济转型升级。因此深入分析并准确评价东北三省技术创新能力,对提高东北三省产业技术创新能力、促进东北三省经济增长具有深远意义。本文选择东三省高技术产业为研究对象,采用偏最小二乘回归模型分析东北三省高技术产业技术创新能力影响因素,据此建立技术创新能力评价指标体系并进行综合评价,以此发现东北三省高技术产业技术创新能力深层问题,最后,根据发现的问题提出提升东北三省高技术产业技术创新能力的相关政策建议。

Abstract:

2014 three northeastern provinces of economic growth rate of 6% than the national average level of 1.4 per cent lower economic growth rate ranked five of China"s 31 provinces,To this end, the government has introduced a series of promote the policy of development in the three northeastern provinces, points out that relying on innovation driven development, improve the regional innovation system, so as to promote the economic transformation and upgrading. Therefore, in-depth analysis and accurate evaluation of three provinces in the northeast of China technology innovation ability, to improve the three provinces in the northeast of China industry technology innovation ability, promote the three northeastern provinces of economic growth is of far-reaching significance. The Northeast high technology industry as the research object, using partial least squares regression model analysis on the influencing factors of the three provinces in the northeast of China high-tech industry technological innovation capability, are built on the basis of the technological innovation ability evaluation index system and comprehensive evaluation, in order to find the deep-seated problems of three provinces in the northeast of China high tech industrial technology innovation ability. Finally, according to the problems found in the proposed relevant policy suggestions to promote the technological innovation capability of high tech industry three provinces in the northeast of China.
