推进海绵城市建设是优化城市生态环境、治理水污染、缓解城市缺水问题的有效途径，研究海绵城市建设的综合动力机制对海绵城市建设的发展和成熟具有重要意义。以河南省为例，在对海绵城市建设动力机制理论框架分析的基础上，类比系统动力学原理对海绵城市建设动力机制的作用原理、影响要素和演变过程进行分析，得到以下结论：河南省推进海绵城市建设的内在逻辑就是内外生要素、动力机制、社会效益和经济效益相互作用的过程。海绵城市建设动力机制是一个以内外生要素为形成基础，以市场需求和社会需求为动力诱因，以政府政策支持为发展路径的良性循环动力。

The sponge city Construction plays an important role in optimizing the urban ecological environment, harnessing water pollution and alleviating the problem of urban water shortage in Henan province. Through the research on the comprehensive dynamic mechanism of the sponge city construction, it has important significance to the development and maturity of the sponge city construction. Taking Henan Province as an example, this article, based on the theory frame analysis of the sponge city construction, analyzes the essential factor, principle of action and evolution process of the sponge city construction according to system dynamics. We may reach the following conclusions: the development of the sponge city construction was the interaction of Internal and external element, dynamic mechanism, social benefit and economic benefit. The dynamic mechanism of the sponge city construction is based on the formation of internal and external factors, and resulting from market demand and social demand, Which alsoact as virtuous cycle propulsion implemented by the government"s support and guiding.
