摘要:

创意经济在文化与科技上的越界扩容与转型升级是未来最值得关注的发展趋势。通过改进和发展现有“创意指数”,量化文化与科技融合创新的效果。本文从市场需求、企业主体、平台建设、政策环境四个促使文化与科技融合创新的动因出发,从十一个领域构建文化与科技融合创新指数,涵盖消费基础、市场体系、对外贸易、规模效益、技术能力、骨干企业、交易平台、人才集聚、行业自治、经济政策、执法保障等方面,对我国31个省市区进行统计测算,重点分析浙江省创意产业融合创新的现状与存在问题,根据省情提出政策建议。

Abstract:

The cross-border expansion, transformation and upgrading of the creative economy on culture and science technology is the most notable trends in the future. Based on the improvement and development of the existing “creativity indices”, we try to evaluate the effects of integrated innovation of culture and science technology to find the general rules of development of creative industry in new era. This article constructs the indices from four motivations, namely market demand, the enterprise main body, platform construction, policy environment, with eleven elements including consumer base, market system, foreign trade, scale economy, technical ability, core enterprises, trading platform, talents converging, profession autonomy, economic policy, and law security. Then it evaluates 31 provinces in China, mainly analyzes present situations and existing problems of Zhejiang province, and presents the policy recommendations based on provincial situations.
