经济全球化进程的不断加快使得新的世界分工更多的是以区域而不是按照国家来进行,为了更加科学合理的评价区域创新绩效,本文通过构建两阶段动态DEA模型,运用DEAP2.1软件从研发投入和科技成果商业化过程两个阶段对北京、天津、上海、重庆、广州、深圳等11个城市的创新绩效进行评价。研究结果表明：(1)无论是第一阶段还是第二阶段,哈尔滨都同时达到了技术有效和规模有效；(2)上海、哈尔滨、杭州在第一阶段处于技术和规模有效,重庆和西安纯技术效率有效；(3)天津、广州、深圳、哈尔滨、青岛在第二阶段处于技术和规模有效。

Accelerating process of economic globalization makes the world a new division of labor based more on regional rather than according to the state,in order to evaluate the regional innovation performance more scientific and reasonable ,this paper based on two-stage dynamic DEA model,using DEAP2.1 software to evaluate the innovation performance of Beijing、Tianjin、Shanghai、Chongqing、Guangzhou、Shenzhen and other 11 cities from the R D input and the commercialization of scientific and technological achievements in two stages. The results show that: (1)Whether in the first stage of the innovation performance or the second phase of the innovation performance, Harbin both reached the technology and scale of effective effectively；(2)The technology and scale of Shanghai、Harbin and Hangzhou in the first stage is effective,the pure technical efficiency of Chongqing and Xian is effective；(3) The technology and scale of Tianjin、Guangzhou、Shenzhen、Harbin、Qingdao in the second phase is effective.
