科技评价在大科学工程管理中发挥着重要的作用。总结和分析了美国国家点火项目(National Ignition Project)执行过程中开展的系列第三方评价,分析讨论了评价方法、评价结果和效益。基于对美国第三方评价的大科学工程过程评价分析,研究了对中国大科学工程科技评价的启示,提出了“第三方评价与内部评价(第一方评价和第二方评价)相结合、以第三方评价为主、且第三方评价与内部评价既相互独立又相互支撑”的大科学工程综合评价模式,给出了评价时间、原则、内容和指标建议。

Science and technology evaluation plays an important role in management of big science project．In this paper, the situation of the third-party evaluation for science and technology evaluation for National Ignition Project were summarized and analyzed. The methods, results and benefits of the third-party evaluation were discussed. In order to guarantee the high-quality of the science and technology evaluation for big science project, a composite evaluation which combined the third - party evaluation with self evaluation were proposed．
